It's like Space Invaders... but in reverse. Instead of controlling the lone ship firing at a swarm of aliens, you control the swarm of aliens dodging the lone ship's lasers.
Use the left and right arrow keys to move the alien swarm left and right. Also, keep in mind. Since you're playing as the bad guys, moving to the next level is actually bad, while getting a game over is actually good. At the title screen, press C then S to begin (it'll make sense when you see it).
Oh, and there's a 2-player mode you can play by pressing C twice. The second player uses the A and D keys.
