SwimCity 2000 is a city builder where the playing field will sooner or later sink under water. Commercial buildings only spawn if there are residential homes adjacent. Residential homes will spawn on residential zones randomly. You can only build on dry land, and next to roads. Dams will stop water, for a while, until it overflows.
The goal is to get the highest population possible. The game ends when your last residential house has been claimed by the floods!
