I really wanted to do something other than "throw enemies at enemies" or "take control of enemies", etc.
Then it occurred to me that the enemies don't have to be the player's enemies. So I based the game on picking up symbols of things, matching pairs of mutual enemies (e.g., democrats and republicans), and using the contention between these natural enemies to power your gun.
I only implemented one type of (pretty lame) bad guy for you to shoot, so the actual shooty gameplay isn't as compelling as I'd like. I also spent about half my time in Photoshop, since I'm a coder, not an artist, and I was very slow at making the icons.
Done in Flash, with FlashPunk. Sfxr used for sound effects.
