It's a plugin that lets you generate tiles from one single image. I've really got no clue why they didn't add this functionality in the base, but here it is now. I would've submitted a better tool, but I had this one laying around so hey.
Copy the DLL into your Paint.NET effects directory, which is most likely C:\Program Files\Paint.NET\Effects
1) Highlight how big of the area you want to fill, with the source image in the top left corner
2) Open up the Tiler effect and select how big your source image is
3) Rejoice
